Technology Voucher Programme (TVP)

TVP funding amount

Funding up to $600,000 for each eligible applicant will be provided on a 3:1 matching basis. The applicant must contribute no less than one third of the total approved project cost in cash.

TVP Eligibility

Local entities (except listed enterprises) fulfilling the following requirements are eligible to apply for funding under the TVP:

(a)(i) Registered in Hong Kong under the Business Registration Ordinance (Cap. 310); or
(a)(ii) Incorporated and registered in Hong Kong under the Companies Ordinance (Cap. 622); or
(a)(iii) Established in Hong Kong by relevant ordinances as statutory bodies; AND
(b) Not a government subvented organisation* or subsidiary of any government subvented organisation; AND
(c) With substantive business operation in Hong Kong which is related to the project under application at the time of application.

TVP Application

  1. SME can plan an IT project on their own or with a professional consultant.
  2. Find IT solution vendors and request them for quotation with probity and non-collusion certificate.
  3. Provide a project proposal and submit all required document via the TVP web portal.

Difficulty in TVP application

In general, for each TVP application, it requires at least 3 quotations. It is not easy for applicant to get qualified quotation. For instance, the required technology is rare and it is hard to find a local vendor able to provide. Or some vendors believe that the applicant has little or no intention for a business but only a tactic. Therefore the vendor ignore the Request for Quotation (RFQ) from the applicants. Some even forget to provide the probity and non-collusion certificate.

Dedicated Fund on Branding, Upgrading and Domestic Sales (BUD)

Background of BUD

The Hong Kong SAR Government set up a “Dedicated Fund on Branding, Upgrading and Domestics Sales” (the BUD Fund) of $1 billion in June 2012 to help SMEs, including start-ups, grasp economic opportunities and boost their competitiveness. The 2018-19 Budget proposed to extend the geographical scope of the BUD Fund to include the ASEAN markets by launching the “ASEAN Programme”, and to increase the cumulative funding ceiling per enterprise for projects involving the Mainland China Market (the “Mainland Programme”). The Finance Committee of the Legislative Council approved the enhancement proposal and funding injection of $1.5 billion in June 2018. The “ASEAN Programme” was enhanced as the “FTA Programme” that has extended to all Free Trade Agreement regions.

BUD funding amount

Funding will be provided on a matching basis, i.e. the Government will cover a maximum of 50% of the total approved project cost and the enterprise has to contribute no less than 50% of the total project cost in cash. During the tenure of the BUD Fund, each enterprise may obtain funding for a maximum of twenty approved projects and $2,000,000 each for the “Mainland Programme” and the “FTA Programme”.

The cumulative funding amount for each enterprise is $2 million HKD.

BUD Eligibility

All non-listed enterprises registered in Hong Kong under the Business Registration Ordinance (Chapter 310) with substantive business operations in Hong Kong

BUD Project duration

Each funded project should be completed within 24 months.

The scope of BUD

Branding. E.g. branding strategy, brand building, positioning, image design, market research, brand promotion, and etc.

Upgrading. E.g. new product design, new technology, management enhancement, logistic improvement, automation, and etc.

Domestic sales. E.g. Marketing research, marketing planning, channel building, marketing management, promotion, exhibition, and etc.

BUD Deadline

BUD Fund accepts application throughout the year and process in quarterly batching.

SME Export Marketing Fund (EMF)

EMF objective

The SME Export Marketing Fund (EMF) aims to encourage small and medium enterprises (SMEs) to expand their markets outside Hong Kong by providing financial assistance to SMEs for participation in export promotion activities.

EMF Eligibility

Any SME registered in Hong Kong under the Business Registration Ordinance (Cap. 310) with substantive business operations.

EMF grant

Each application should cover expenditure related to one export promotion activity only. The maximum amount of grant for each successful application will be 50% of the total approved expenditure incurred by the applicant enterprise or $100,000, whichever is the less.

There is no limit on the number of applications by an enterprise for EMF grants. However, each enterprise may receive EMF grants up to a cumulative limit of $400,000 only.

Retail Technology Adoption Assistance Scheme (ReTAAS)

ReTAAS Funding

Funding will be provided on a matching basis, i.e. enterprise will be funded for a maximum of 50% of the total approved project cost. Up to two projects from a single applicant may be approved, subject to the cumulative ceiling of funding support of $50,000.

ReTAAS Eligibility

All non-listed enterprises registered in Hong Kong under the Business Registration Ordinance (Chapter 310) with substantive retail business operations in Hong Kong are eligible to apply, irrespective of their number of outlets.
